昨日（２９日）は、決算特別委員会が開催され、私も委員として質疑を行いました。
議案は、企業局・病院局・土木部の三部門の２２年度決算に対する審議です。
今回、最大の話題は、県立病院の決算です。病院改革の歩が確実に進展していると解せられる、３病院共に収益的収支の黒字を達成し、合計で３．２億円の純利益を確保しました。もちろん、まだ一般会計からの繰入金があってのことてすが、この繰入金も約４７．８億円と前年日９．３億円の圧縮がされており、過渡的な結果とも言えますが、確実に採算性向上に向かっていますか。
また、病院改革プランの目標値の達成状況も、経常収支比率は３病院共に１００％の目標とをクリアーしました。今後の課題は、病床の利用率向上と救急搬送件数に対する適応力の向上です。
加えて、東日本大震災を踏まえた災害に的確に対応する側面が求められます。
決算特別委員会では、病院経緯が黒字転換を達成し、今後の進むべき道に対する病院管理者の明快な答弁が好感した審議になりました。私も、先進高度医療をも含めて県立病院として為すべきことなす病院であって欲しいと思います。産科や小児科等の設置拡充も期待したいですし、医療過疎地帯への配慮も必要でしょう。
高い理想と厳しい現実の中で、県立病院の本当の役割を果たして欲しいと思います。
