　安倍総理の集団的自衛権についての発言に対し、「国民の声を聴く」ことが欠落しているとの指摘です。
　私も全く同意見です。

　大変な大雪です。被災された方々には、心よりお見舞いを申し上げます。また、農業をはじめ大きな被害が出ました。国としても全力で支援をしてまいります。どうか、頑張って頂きたいと思います。
　先日安倍総理は、集団的自衛権の行使容認に関する憲法解釈の変更の手順について、
　①安保法制懇（総理の私的諮問機関）の結論を得て、
　②自民、公明両党の検討を経たのちに、
　③内閣で閣議決定をする、と述べられました。
　しかし、総理のこの考えは、「国民の声を聴く」という一番大切な部分が欠落しており、私は、到底賛成できません。
　日本の歴代総理は、戦後５０年間にわたって、「憲法９条の解釈上、日本は集団的自衛権を行使できない」と国民に説明してきたのです。こんな大事なことを国民に何にも説明もしないで、ある日突然総理から「閣議決定で憲法解釈を変えました。日本も今日から集団的自衛権を行使できる国に変わりました」などと発表されても国民の皆さんは、到底納得されないと思います。
　集団的自衛権の行使容認の可否は、日本国や国民にとって最も大切な事柄です。このような重大な事柄を、たった１９人の閣僚だけで決定してしまうのは、いかにも乱暴にすぎます。
　「なぜ変更する必要があるか」「変更した結果、何が、どのように変わるのか」など、国会で十分議論をして国民的合意を得る必要があると思います。
