　大変刺激的な言葉遣いが話題になっています。
　昨晩、お伺いしたご高齢の壮年の方から、「これは、なんだ！？」と怒りににも似た問い合わせを頂いたものです。
　それは、「死亡消費税」です。
　　「死亡消費税」とは、東京大学の伊藤元司重教授が、社会保障制度改革国民会議で提唱したもので、伊藤教授いわく「相続税と誤解していただきたくないんですけれど、亡くなられた段階で消費税をいただくというもの。６０歳で定年されて、８５歳でお亡くなりになるまでに、一生懸命、消費して、日本の景気に貢献された方は、消費税を払っておなくなりになられる。しかし、６０歳から８５歳まで、お使いになられないでひたすら溜め込んだ方は、消費税を払わないでお亡くなりになられて、しかもそれが、相当の金額にならない限り、遺産相続の対象にならない。ですから、生前にお支払いにならなかった消費税を、少しいただく。それを、後期高齢者の方の医療費に使わせていただくというものです」と説明しています。
　なんとも納得しがたい説です。
　この説の根拠は、日本はＧＤＰで見た時に、社会保障以外のところに財源を使っている比率が、他のＯＥＣＤ諸国と比べて低いという点をあげて、将来活躍するであろう若者のための投資に使われず、社会保障と言う投資に使われる割合が非常に大きいことであるとしています。
　つまり、少子化における、高齢者医療は高齢者自身が一部負担すべきであるという発想のもと、高齢者の不満である「年金からの天引き」によらず、高齢者の保有資産に課税するという考えです。
　それにしても、残した資産に消費税相当分の課税を一律にする、これは相続税の基礎控除とは違うという説明を多くの庶民は理解できるでしょうか。また、親に公平な課税環境を整備していけるのでしょうか。
　百歩譲って、高齢者自身の消費促進の方法が、このように消費不作為の罰則税となれば、私たちの資産や財産の世代交代のモラルを破壊しないのでしょうか。
　この「死亡消費税」を国民に納得させる力量が与党にあるとは思えないというのが、私の現時点での感想です。
