　土浦市の水郷公園から霞ケ浦を臨み、明けゆく新年の初日の出を見ました。
　地平には少し厚めの雲が寝そべっているため初日の出の時間は７時少し前でした。それでも、快晴の空に満々たる光を放ち、明るい朝の荘厳さを見せつけているようでした。
　さて、１月１日号の公明新聞は、２０１７年を展望して、希望と安心の日本へ公明党が先駆すると宣言しました。そして、世界や国内情勢を鑑み、「分断・対立ではなく、同苦する政治で」と発信しました。
　以下はねその全文です。　
　新しい年が明けた。国の内外にわたって課題・懸案が山積し、身の引き締まる新年の船出である。2017年が希望と安心の日本へ着実な一歩を印す一年となるよう、年頭から勢いよくダッシュしていきたい。
　昨年は、英国の欧州連合（EU）離脱の決定、米大統領選、イタリア国民投票など、“大衆の反乱”とも評された出来事が相次いだ。これらの国では、経済のグローバル化が進み分断と対立が深刻化する中で、置き去りにされ生活に困窮した人々の不満や怒り、異議申し立てが渦巻いていた。にもかかわらず、人々の苦しみをわが苦しみと受け止め、同苦して救いの手を差し伸べるべき政治が、機能不全に陥っていたのである。
　「世界は今、重大な岐路に立っている」と言われる。先の見えない不安や不信が複合的に重なり、「第2次世界大戦終結いらい最も大きな不確実性に包まれている」との指摘も。ポピュリズム（大衆迎合主義）や悲観主義が勢いを増し、世界を席捲しようとしているかに見える。
　世界の動きと比べると、まだ日本は社会の分断や国際的な孤立を招くような事態に至っているとはいえない。とはいえ、急速な少子高齢化による人口減少の中で、わが国でも格差や貧困の問題が国民生活に深刻な影を落としつつある。
　経済や年金・医療・介護・子育て支援など社会保障に甚大な影響を及ぼす社会・人口構造の大変動に、どう対処していくか。激震が続く世界情勢に、どう向き合っていくか。不安をぬぐい去り、希望と安心を創ることが政治の責務とすれば、日本政治も今、かつてない試練に立たされていると言えよう。
　だが、悲観材料ばかりではない。2016年は、安定した保守・中道連立政権のもとで、内政・外交ともに前進した一年だった。伊勢志摩サミットの成功、オバマ米大統領の広島訪問、日ロ関係の進展。そして夏の参院選では、公明党として過去最多の議席を獲得し、政権基盤はさらに安定した。年金受給資格を25年から10年に短縮し64万人を救済、給付型奨学金の創設……など、成長と分配の好循環も一歩一歩進んできている。今年は、こうした好循環の流れをさらに拡大していかなければならない。
　新しい年の戦いを開始するに当たって心したいことがある。それは、激しい変化の時代には現場主義こそが全てを制するということだ。「大衆とともに」を立党精神とする公明党の現場主義。徹して現場に入り、人々の悩みや苦しみに同苦し、住民の声を汲み上げ政策立案する現場力と、地域に根差した議員ネットワークを持つ公明党だからこそ、人々に寄り添い、政治を前に進めることができる。
　今年は大型地方選挙が目白押しであり、夏には東京都議選が戦われる。そして常在戦場の次期衆院選。2017年決戦の緒戦となる北九州市議選の投票日1月29日は、50年前に公明党が衆院に初進出した日だ。不思議な“時の符節”に心が躍る。分断と対立ではなく「同苦する」政治へ―。今ほど公明党の真価発揮が求められている時はないとの気概で、まっしぐらに前進していこうではないか！
